Mission Statement:
The mission of the Portland Housing Authority is to be a leader in providing safe quality affordable housing for individuals and families with low incomes to increase their potential for long-term economic success and a sustained high quality of life.

The Portland Housing Authority (PHA) serves the City of Portland by administering the Housing Choice Voucher Program (Section 8,) a program which assists very low-income families, the elderly, and disabled with decent, safe and affordable housing that is federally funded by the U.S. Department of Housing and Urban Development (HUD.)

A voucher holder can lease a unit from a landlord that is willing to participate in the program and that has a unit that meets the Housing Quality Standards (HQS) inspection protocol. Portland Housing Authority has 50 Vouchers.

Entry into the waitlist is based on a lottery system.  When the current waitlist has been exhausted, the application process will be advertised in the local media.
