City of Portland – Amended Garbage Collection ordinance was adopted on July 6, 2026
~ Beginning July 13th - Toter permit stickers are available to purchase at City Hall / Water Office.
~ Beginning August 3rd – Privately owned toters must have a permit sticker for your garbage to be collected.
Garbage / recycling collection fee, for city residents paying a water bill, is $10.00 per month. This fee includes 1 96-gallon toter.
~Additional toters may be available for an additional $10.00 per toter/ month.
~Residents may also use their own personal toters (96 gallons or smaller) that are compatible with the city’s trash trucks at a cost of $5.00 per toter / month.
~Annual toter permit stickers shall be purchased at the water office in City Hall.
Toter lids must reasonably close and be placed in the location that the city has always picked up your trash.
Toters are the property of the City of Portland and have a serial number which is assigned to each residence. Toters must stay at the residence it is assigned to.
All trash and recycling are to be placed inside the toter. This includes the green recycling bags.
~Trash must be placed in garbage bags before putting in the toter.
~Items placed on the ground (not in the toter) will not be picked up.
~If you have a larger item that does not fit inside the toter, it will only be picked up after you have purchased a “large item” permit from City Hall.
Electronics waste (E-Waste) items are prohibited from being disposed of by the City’s refuse collection crew.
E-Waste includes: Televisions, computer monitors, computers (all kinds), e-readers, fax machines, DVD players, gaming systems, digital photo frames, digital media players, iPods/ MP3 players, camcorders/ cameras, DVR/TiVo devices and portable GPS navigation systems.
City Wide Clean-up, free of charge, will be the 1st full week in April and the first full week in October. This is weather permitting and will take place on your regularly scheduled trash collection day.
The 1st Saturday in June and the 1st Saturday in August the city will accept large items (free of charge) at the Street Department building. This service will be provided from 6:00 am to 10:00 am.
~Items will be accepted with proof of residency through both (1) water bill and (2) driver’s license.
